Eircom Business Broadband in Blarney

During the day the broadband seems to be fine, as long as you don't open too many connections (i.e. BitTorrent based application - and yes there are LEGAL uses of BitTorrent too!) or starting to upload something bigger than 100KB.
If you try one of the above you'll notice that your latency grows to ~2000ms (2seconds) and you'll get 15-20% packet loss all of a sudden. Why is that? Upload throttling my friends... Eircom has this totally wrong. When you'll go over your 128Kb/s or 256Kb/s Eircom cuts your internet off for 1,5-2 seconds! Now imagine trying to make a VoIP call or, heck, do anything on the net when something like that happens.
Even worse, each evening, such thing happens for like 2-3hrs anyway! My guess is the Eircom's bb connection to Blarney gets so stuffed.

I can only run Bittorrent overnight. Even 15 kb/s up/down is enough to kill any other traffic on the connection.
